Am I expecting too much? Will a 1gr spread in weight make much of a difference?

No!

8/10 ths of a grain variation (0.45 % ) in a 174 grain bullet shows why Hornady is regarded as being such an accurate bullet

what is the margin of error on the scale?

Most scales are accurate to 1/10+/- grain. The variation in bullet weight is normal and actually quite good for an over the counter bullet. You should not be too concerned with the variation with a RN hunting bullet, I doubt your gun will notice the difference. If you want to segregate bullets for accuracy use the ogive location measurement this is a much more important variable for accuracy.
