who sells single shot adapters for the axis rifles

I am not so sure what you hope to accomplish, nor what one might look like? I have one Savage Axis rifle here - in 7.62x39 - I just took a random fired brass and dropped it into the loading port - on top of the empty detachable magazine - it fed in and chambered fine - the extractor "jumped over" the case rim and the case extracted normally.

Versus a couple of Mauser 98 here - with unaltered original military extractors - they WILL NOT close when a cartridge is dropped ahead of the extractor - they do need a single shot adaptor within the magazine - so the dropped in case starts below the extractor and the case rim slides up behind the Mauser extractor when chambering. I think the two single shot adapters for Mauser 98 that I have here, were "Score Hi" or similar brand name.
 
I have found a very accurate load. They load in the magazine but hit just below the chamber because of length. setting one on top of the mag and trying to chamber does not work. So i'm looking for a single shot adapter.
 
If what you mean is the tip of the bullet is hitting the tang from below, then you could mill/cut out some of the tang in the shape of a "U". I have done this, and it allowed my rounds to feed easily.

You can just modify the mag follower to a U shape, the mag would be single shot forever, I've never seen any kind of single shot replacement offered aftermarket.
Part of the problem is being a long action for a tiny 223 cartridge.
Personally I'd just finger it in and shoot if it's all about groups.
 
Carve a piece of wood ( cartridge size with groove allowing the cartridge to sit on top properly and not hitting the bolt) to be inserted into the magazine. I have done it successfully for my previous NS522 22lr.
 
Can't see how any of the offered options other than the "just drop a cartridge in" would work in my Axis, small ejection port so movement of a finger to push a round into the spring steel mag lips if a false mag floor was installed.
I 'm thinking the only option that would be easily usable is a complete false mag with a groove channel milled into the top of it for a cartridge track.

I very seldom use the mag in my Axis...just point the barrel down a bit and drop a cartridge in the port with a little shake to start the shell into the chamber.
