Who supplies the cfsc/cfrsc tests, are they on special paper?

The reason I ask is because I arranged to write mine well before the holidays, infact about 5 weeks ago. On the day that I went to write, I went to the guys club early and waited for him to open it, after a while I gave him a call and he told me that he actually ran out of test papers. So I think no problem, I have three weeks for my winter break to write it, so he told me that he'll call me to reschedule when he gets more. I called him near the end of the week, he said he still didn't get more papers and I should wait for him to contact me. After three weeks I got impaitent as I was running out of time and so I called him again, he said he still didn't get them.

So now it's been five weeks and my university is well underway and I have nothing in terms of time. Is this a reasonable amount of time to wait before saying what the hell, I want my money back? Are the test papers a special kind that is supplied by the government, and does the instructor have no choice but to wait for them?

They do come from the CFC and they must account for every one of them. I do find it odd that they would not be readily available.
 
In Ontario instructors order their exams from fseso.org. In my experience FSESO always couriers the tests the same or next business day, depending on what time you call. I've never waited more than two days in the last eight years.
 
Since the tests are retained by the instructor, and they do not bear any serial #, there is really no way that they can be strictly accounted for.In the past when I have run short of test papers,I have simply photocopied them.As long as they are properly copied and marked,what would be the problem?
 
I know this is reviving an old thread, but there has been an interesting development. In Ontario this year the tests now have watermarks and a coloured stripe. It would seem they had a problem with some instructor copying the exams on appropriately coloured paper rather than buying them from FSESO.
