Who's cut down a rimfire stock for a youth?

Agree.
He should be pointing the muzzle to his 9:00 o'clock position (or nearly there). It definitely helps.
Check to see if you can find a used wooden stock for chopping back three inches. Easier to work with.

I cut down an old Cooey for my daughter, don't forget to shorten the barrel and plain down the width of the stock as well. Striped the finish off gave it a nice pink paint job, turned a 25 dollar POS in to a 100 dollar gun all day long.

Check out my last post of the second page. What do you think? I think it worked out all right.

I'm going to be cutting down the stocks on 2 .22s for my boys. I ordered a couple small recoil pads off amazon ($12 I think?) and will be using them as 'adapters' to lengthen the stock when needed. Measured both rilfes and about 2" will be coming off both, and the pads add most of that back on.

I cut down a pellet gun for a friends daughter years ago and as mentioned before, there are more issues than just the LOP. So when my grandson was born, I didn't think twice, I bought him a Rascal.

I can't see your pictures on google drive. I'm assuming it's a wood stock?

Sorry this link should work: https://drive.google.com/open?id=0B1KjqiMRYtAhcHNJcGZySUh4b2M

It's synthetic. I'm not quite done with it yet but it's perfectly functional. I kept the original angle and had to do a bit of sanding to even out the cut. I will pretty it up a bit in the next phase. Took it out yesterday and shot it, worked a bit better for the boys but they'll still have to grow into it.
