I know... I'd love to just go plink with one. Grouse and rabbits would be fun too.
From what I've been told, the 18.5 inch minimum for non restricted semi autos was actually put in place with the M1 carbine in mind. Apparently, Turdeau didn't like that they were so readily available, so he found a way to make them less desirable for a lot of people.Yeah i forgot it was 18,5 inch,sorry my mistake.

What singled out the M1 Carbine as especially "evil and dangerous" was that it was a favourite of the criminal element in Montreal back in the 1970s. They have since moved on to much more "dangerous and evil" choices-all duly registered and recorded of course.

An M-1 was used to do TWO robberies in (shock! fear! terror!) TORONTO.
Another was used in ONE robbery in MONTREAL.
At that time it was estimated that there were 100,000 of the things in the country.
The new law was written SPECIFICALLY for the purpose of banning the M-1 Carbine.
The law came in and it was a crime to own one. There had been NO provision for registering the things bfore the law became active, so EVERY owner became a shocking horrible CRINNIMAL, much to the danger of Toronto, even though they didn't rape/kill/loot/burn/rob anyone: they were still criminals, made so by that Commie S.O.B. on Sussex Drive. AFTER almost a year, an "amnesty" was brought in and about 2,000 were registered. More came in over the years through dealers etc, but there are still a whole big bunch that never made it into the system.
Ran into one at a gun show a few years ago: unregistered, M-2, all the guts intact. Some lucky guy got it for $225. This is why I never go to a gun show with more than $100 in my pocket: temptation. "Get thee behind me, Satan." Easier to say it when you don't have the cash!

There is a loophole in the law though. Change out the barrel to a non restricted length, like the ones tradex used to sell which are 480mm in length, phone the nice lady or fellow at the CFC and have it re registered as non restricted. Then you can shoot it other places besides the range.
After they were declared restricted, there were a lot of attempts made to get around re barreling the rifles. Welded on flash hiders, and muzzle extensions were tried but were regulated against. Then entrepreneurs like International Firearms out of Montreal, who had thousands of them in storage but with poor bores, had several thousand barrels made up and converted them to conform to non restricted specifications. The IF rifles were mostly pretty well done. They shoot well and it's hard to notice the difference between the real thing and the FTR. I had one of the early conversions, done up on a "Rockola". It looked to be a factory fresh rifle. I sold it when I went through a break up to pay a lawyer. Oh well, the breakup was cheap at 10 times the price.

Who's the best m1 re-barreler at the moment?
They really aren't difficult to rebarrel, given that you have the tools and you know what you're dong.
A much bigger question in my mind would be, "Where in Hell's half-acre can you find an 18-1/2-inch or 19-inch barrel for one?".
With the drones and the razor wire up along 49 North, American suppliers are next-thing to useless to us now. So much for all that "Longest Undefended Border In The World" crap they teach in the schools.

Nonsense, of course. Mind you, it all happened before Trudeau opened the immigration gates to Thrid World Commonwealth countries. We were fighting the BS for months in '77. Letters written, etc. Trudeau's gang ignored all of 'em. Just like the Mulroney, Campbell and Chrétien gangs did.

First an extension was anything that made 'em longer than 18.5", then it was decided that the extension had to be rifled. Lots of .303 barrels got sacrificed to make rifled barrel extensions.

I had an M1A1 para carbine with the described extension and it didn't work out.
The CFC will no longer accept the .303 extensions as part of the barrel length. Now the rifling must be seamless and continuous. Apparently it doesn't matter what the law says, it's what they decide.
That would be a very expensive proposition, even if you were to find someone with the time and skills to take it on. Fabricating and fitting the gas cylinder would be very problematic for a one time job.
Used, restricted length, military barrels do pop up and these can be installed quite easily provided they time up properly to start with and you have access to the following; a proper M1 Carbine action wrench, a set of barrel blocks (a very heavy bench vice will work in lieu) , and a set of headspace gauges. A selection of bolts may also be necessary to locate one which will headspace properly.
To install a new military or commercial barrel a finishing reamer will also be required to set up headspace as these are short-chambered.
