Why is this happening? .17HMR

Any idea why this is happening? Nearly new Savage 93R17, less than 100 rounds thru it. Ammo is Winchester Super X 20 grain. Had this happen to at least 5 out of a box of 50 and usually requires a screwdriver to get it out of the chamber. Does not coincide with where the primer was struck and happens randomly.

Crap run of ammo (cases not properly annealed at some point in the manufacturing process) combined with a factory chamber that may be at the loose end of the spectrum, as far as tolerances go.

Try another brand. If it happens with others, it's likely the rifle's chamber.
Try the ammo in other rifles. If the fault follows the ammo, there's your answer.

....let me add, Winchester has been some of the crappiest ammo I've put through my guns, save for the shotgun ammo I use for trap. :) I tried some .22WMR ammo @ 100 yards made by Winchester this past spring, minute-of-soft ball @ 100 yards. Garbage.
 
This is well documented across the Web with Winchester Ammo. FWIW, my ammo looked exactly the same. I sent Photo's to Winchester, they asked I send in the spent Ammo casings along with the remaining unfired ammo. After inspecting the Ammo they asked for the Rifle too. Still waiting to hear back. It only happened with Winchester ammo, hornady ammo was fine.
 
The winchester ammo I bought did exactly the same thing in my savage 93. Split about 5 cases per 50 round box and MANY didnt fire on the first trigger pull, I had to re-#### the gun and fire it again, sometimes as many as 3 seperate tries before it would go off. CCI, Hornady and Federal all fire fine from my gun but winchester sucks.
 
Well documented savage hummers and winchester ammo dont get along well. I have to dig mine out of the chamber with a knife IF they fire. That 100 rounds of winchester took a long time to get rid of.
