Why stop there. I own a sks which somone took a few and made a gatling style machine gun. Wouldn't tha make me eligible for F/A?

From the book the Justice Dept. produced at the time, it was because you only need 5 rounds for hunting. A lot of the prohibited handguns like the Uzi are limited to 5 rounds too. You get 10 rounds for handguns that can be "legitimately used in sport shooting".

Someone never realised that centrefire semi-auto rifles are used for target shooting too.
