I'm not saying I necessarily agree with this, but here's a notable opinion on brass sizing.

The example his provides for neck only resize fail is classic of what not to do. There are other more rational options such as shoulder bump only, so you clear the headspace just a hair without sizing the side walls. You can also have custom loading dies made from your chambering reamer... if you have one.
In my opinion the goal for precision at long range is minimal resize (meaning neck and shoulder bump of 0.001" to 0.002"), as opposed to neck only resize or full length resize. You can find a sweet spot where you do not get stiff bolt lift (but almost) with just a slight shoulder bump.
To put a finer point on it you need to neck turn with a tight neck chamber. Neck turning without a tight neck chamber does more harm than good.
