As long as it's manufactured as a 14" barrel, and the over all length of the shotgun remains above 26", it will remain Non-Restricted.
As for sourcing one, I'm not aware of a place that sells them. Talk to your local gun shop and see if they know where to find one. If that fails, maybe talk to your gunsmith and see if he can make one for you.

ive yet to see one.
you may be better off just buying a Chinese 870 clone that comes with a 12.5-15" barrel for around $300. just food for thought.

The 1300 never had a barrel shorter than 18". The FN which is a clone of the 1300 is made with a 14" but is marketed for the military/police market. Perhaps a dealer could order one for you.
