win brass junk lately??

I picked up a bag of winchester 243 brass to work up some loads and I found about 3/4 of the bag had primer pockets so tight and some it took a considerable amount of pressure on my priming tool to seat a primer and some just wouldn't take a primer at all they were so tight. I was actually afraid of breaking my priming tool! I've never had problems like this from winchester brass. I know its not exactly lapua stuff but really??? Has anyone noticed this or crap brass lately?? Should I just scrap all this brass?? Thanks guys....and gals.

About 1 month ago, I purchased 2 bags of winchester .243 and I was not happy with the quality either. When I was neck sizing them a few of them cracked around the neck and shoulder. I considered throwing the whole batch out.
 
I bought a bag of Win 243 brass last fall and noticed they are tight to prime, but not so much that I would do anything to them. Better than loose pockets I suppose. I haven't done a second loading on them yet to compare.
