Winchester 94 problems

I posted this in the gun smithing forum but I figured it might get more attention here.

Looking for some help with a old 94. When I go to load a round in it appears that the carrier blocks the spring cover from going in to allow the rounds into the magazine. Now if I lever it a bit and push the carrier down I can load it until the gun is levered again.

Is This a common problem? How can I fix it? I'm assuming something is binding a bit and not allowing the carrier to drop down all the way?

Are you loading over another round, topping up so to speak?
If so, that is normal, leave the rim of the cartridge sticking out of the loading gate a little, then push the consecutive rounds in leaving their rims out as well until the last round is loaded..
 
No even with the first round or trying to push the gate open with my thumb, However using a small screw driver thru the loadig gate I can push the carrier down and out of the way and then I can load. As soon as its racked again the problem returns.
