I bought 3 boxes of Winchester HEAVY GAME LOAD SHOTSHELLS in 2 3/4" #7.5 shot, 1 1/8oz. NO where on the box of shells does it say lead or steel. Is it safe to assume its lead?

It would say steel if it was, so yep, safe to assume it's lead. Kind of has to say steel so that some dork doesn't blow up his grampa's shotgun. Also, if you yourself bought the shells, you'd certainly have noticed your wallet being lighter than usual for steel shells.

Lead is cheaper?...nice. I normally buy just cheap Federal stuff for my range fun...which is the same price give or take a dollar or so

Yes. Steel will be marked "steel". And its more expensive. And less effective.

Sounds like a good deal...stupid hunting rules
The only activity steel is mandatory for is migratory birds. Upland and other small game you can use lead for. I use the 100 pack bulk lead target loads for grouse. Rabbits usually #4-6 lead.
I should point out that for relatively cheap small game hunting, that target loads like Winchester Double AA or their equivalents from Remington and Federal are excellent for grouse, woodcock, quail and probably cottontails.
The brand name target loads have to be good to pass muster on the competitive circuit. They consequently are more consistent with their components and use harder chilled shot than the discount hunting loads. That means for better patterns and perhaps slightly better penetration. Their main limitation is that they're produced in shot sizes that aren't really effective on game bigger than grouse.
