Winchester Long Rifle Magnum Primer issues

I bought two packs at wholesale, first pack no problems. This morning I opened the other pack, loaded up 50 rounds, went to the range this afternoon, it was about +5c, I chambered 16 rounds and only 12 detonated, the other 4 were duds, this kinda scared me, I never had that before.

I pulled the bullets and emptied the powder (Reloader 22) sure enough the primers havent detonated.

Im using a Rem 700 I bought in the spring, this is the first time Ive ever had an issue, seems to be a real good dent on the primers.

Im using my rcbs press to insert the primers.

any idea's ? bad batch ? Im doing something wrong ?
 
good thing they are only $3 something a package. lol. I'll pick up some more in town tomorrow.

whats a good safety practice when this happens ? I left them chambered for aprox 2min, then extracted them and pulled the bullets with a pair of plyers, figured if they had no bullet and powder then they would make a big bang if they self detonated but wouldnt injure anyone including myself.
