1968 era Winchester 308 heavy barrel target rifle with Redfield Wide view 3x9 scope. Stock has metal but plate. Gun was modelled on the Vietnam era Winchester m70 sniper rifles.
Many of them used, Redfield Wideview 3x9 scopes, Redfield Wideview accu-trac 3x9 scopes and Bushnell
Scope chief 3x9 scopes with command post.
I have all three scopes. I also have a Winchester 3006 heavy barrel. The gun is a few numbers away from
a military issue Vietnam era Winchester 308 that was sold at auction a few years ago.

The Winchester Model 70 was never issued to the troops in .308 Win and never wore a Redfield either. The Model 70 was issued with a 8x Unertl with the external adjustment mounts and in .30-06, to be compatible with the Garand and it's .30-06 round. When the Win and the Garand were replaced, they were replaced with the Rem Model 700 in .308 Win and the Springfield Armory M14, also in .308 Win. The Rem wore the 3-9x40 Redfield scope with the Accu-track and the M14 was either open sights or a Starlight scope, when they were on watch. It does not detract from the beauty of your rifle, but not a Vietnam issue in that configuration, sorry. Dave & The Girls

If you refer to "The One Round War" by Peter Senich there is a picture of a model 70 chambered in 7.62mm wearing a redfield 3-9x40 that was issued to the USAF Combat Security Police (CSP). Clearly shows the rifle and a box of M118 ammo beside it. Not trying to bust your b##ls, but there were obviously a few in theatre. Perhaps the OP modeled his after that...
 
I really like the m70 target rifles. I have a few in the factory chambered 308 win and a few more with custom barrels and chamberings. Looking forward to seeing yours finished in 30-06!
