So I have this Winchester model 70 in a 22-250 is this something that could be made into a Precision Rifle ? if so what would have to be done

You have the bolt face to do any caliber there based on the .308 parent case, so you have a few options.
Depends what model it is now to whether I would actually build off of it. If it's a HBV or Stealth, they are usually exceptional shooters so a rebarrel might be enough, as you would have a decent stock already.
If you are only using it as a core action, you have some easier options. I mean easier in that there are much more and easy to aquire parts for a Remington and not as many smiths may be 'Winchester' guys either.
I personally love Winchesters, but my customs are based on Remington or clone actions (PGW is the exception).

What variation of M70 is it? How does the rifle shoot? It might be a precision rifle already. If the barrel has a twist rate suitable only for the lighter bullets, it isn't going to work all that well at extended ranges.
What is the action length? If it is a short action, it could be rebarrelled to any .308 based cartridge. If it is long, both .308 based, as well as longer cartridges could be used.
You won't find as many aftermarket options as for a 700, but there is no reason that a M70 based rifle can't be a really fine shooter.

Listen to tiriaq, he knows his poop. :)

I'm a Winnie lover but I too have enjoyed the aftermarket bling and toys found with/for the Remmy addiction. :D

Now I also want to give the Model 70 addiction a go at it. I have a Model 70 Hvy Varmint that is a bug hole shooter and I cannot hold it steady enough.

I too have a Model 70 Lightweight coming to me soon but I want it for my varmint carry hunter, coyotes and groundhogs!

Hope this helps shed some light on the Model 70 fun.

Cheers, Barney
