Winchester primer question

That's just how they market their small rifle primers.

Nothing to do with load size or calibre - go for it.

FYI they only make 7 types of primers and WSR is the only Small Rifle Primer they make.

I would go with the "WSR" designation on that package - so, yes, I would try them in my .223 Rem. I never used that powder in .223 Rem, but perhaps that is a Winchester Ball powder normally calling for Magnum heat primers, not "standard" primers. I suspect that label that you quoted might be "FOR SMALL RIFLE LOADS", which I do not think is same meaning as a "small load". Like you, not sure that I have ever heard of a "small load" when it comes to reloading??

Since you do not mention anything about the bullet that you intend to load, is no possibility to comment whether that powder charge is appropriate or not - I presume that you have previously worked up to that, and know it is okay in your rifle, and are looking at substituting primers from your previous loads?? Generally, it is highly recommended to back off on the powder charge, and "work back up" whenever a component is changed out. I was looking through Lyman #49 Manual - they list 748 powder with multiple bullet weights - apparently they did their pressure testing using Remington cases and Remington 7 1/2 primers (p. 137). But their Start and Max charges listed vary considerably, depending on the bullet that was loaded.

OP: I've used those for 223 Rem reloads. They go bang when they should, and don't when they shouldn't.

I can't comment on your choice of W748, since I've never used it.
 
The "small" would refer to the primer diameter, as there are two common sizes in use. All the .223 brass I've seen has the smaller size primer hole.

I had a box once that was ‘large or magnum pistol’. Was still in the Super X orange and white packaging.
