Winchester Xpert HV .22 junk

It varies from lot to lot. Most lots are just fine, occasionally there is a bad one. Happens to all the bulk ammo regardless of brand. Even CCI have had some bad lots before. I've been lucky and have only come across a bad lot of ammo once. It was some Federal American Eagle 2-3 years ago (pre shortages) that had around a 5% FTF rate through two bricks (about 50rnds out of the 1000). I had shot a few bricks (different lots) of the same ammo before with less than 1% FTF. Any bulk US brick (Rem, Win, or Fed) I expect around a 1% FTF rate; about 5 rounds per brick. With CCI it's usually closer to 1 in 1000 and with European brands (SK, Eley, RWS, Norma, etc.) I'm at a few thousand rounds fired with no FTF's.

This is my personal experience based on a few tens of thousands of rounds of 22lr fired in the past few years. It isn't concrete.
 
Winchester .22 ammo is generally pretty crappy in my semis but works fine in my bolt. The Xpert HV even shoots pretty good in my Savage FVSR with very few fail to fires. Remington ammo on the other hand is just pure garbage all around and if that's all that's on the shelf, it stays there.
 
I had 4 bricks of them, down to 1.5 now and have not had an issue. Maybe you got a bad lot? Contact Winchester. I had a few issues with some Remington's one day and I sent a nice letter to inform them of my troubles and they sent me two new bricks.
