Windage issues on scope

I was out with a friend today who has a Bushnell Elite 3200 5-15x40 on his rifle and his windage topped out and couldnt get on bullseye. Its sitting about 5 inches left, cant move anymore. This rifle was previously scoped with a Bushnell Legend and had no issues, plenty of windage at 100 yards so the rifle itself seems OK. I recommended the bases that have windage adjustments but am thinking something must be wrong with the internals of the scope?? Anyone else ever this happen? Suggestions other then "shouldn't have bought Bushnell"

recenter the turrets and try it again. could be it got stuck? Did he use a boresighter first? Or what is sometimes done with the excitement of trying out a new scope, are all the screws tightened right down? Just brainstorming the options before you send it in for warranty.
 
i found with my bushnell that the turrets would seem to stick if the rings where tightened unevenly, id loosen them off and retorque, give the windage turrer a quick rap with somthing like a screw driver handle, not hard obviously, and if somthing is bount up iside it should free up
 
I have just realized I am having issues with my 3200 DOA. 30.06 X-Bolt. Bullet impacts an inch left after every shot. 2 different types of ammo and results are the same.... I think it cost me a Mule Buck at 200.....
 
I had a similiar problem a few weeks ago when I changed scopes ( same mounting rings) on my 308.First I optically centered the turret adjustments of my scope by placing it on a mirror and adjusting the them until both crosshairs were superimposed, while looking through it. I then boresighted it @ 25 yards in my backyard. At the range @ 100 yards the windage was out by about 4 inches to the right but came in nicely with the turret adjustment with plenty of room to spare.
