You are both partially correct. Most goods from another province is only GST/HST, no PST unless the vendor has a store in your province.
L42a1 this isn't true. You don't have to pay PST on things shipped from another province.

Even if they moved to Alberta as a BC resident you would still have to pay GST and PST. Unless you drove to Alberta and picked it up. But if you moved to Alberta and they stayed in BC you wouldn't have to pay PST.
 
If a seller in a Province where there is no HST, just GST and PST or only PST, but the buyer is in an HST province, you get charged HST.

OK. Thats where I was confused. I remember I was in Alberta shipping items to BC I would get charged HST even though I was an Alberta resident living and shipping from Alberta. But since the scrapped the HST, that no longer happens.
