I would go with the winchester.

I dont like the gravity feed and 2 position safety on the tikka.

I would also buy the winchester for some of the many reasons already stated, I like wood stocks and blued finshes, and for some reason I'm very fond of CRF mauser actions. It's all about personal preference, although I sure both will serve you well in the field.
