20 moa seems like long range setting for a 223. For varmint shooting the internal adjustment in a regular scope can handle the vertical requirement I believe.
 
The mods that Lector is talking about are unnecessary for most users. He seems to be chasing accuracy, which means heavy mods on the rifle. Most importantly lowering the scope base to get it closer to the bore, thus reducing the effect that cant has on rifles with very high sight lines over the bore. It seems that Lector loves to tinker and I would love to see his work (he tempts us with his descriptions but NEVER posts pics of his mods, unless it's to tease Dekard), but as I stated previously, these types of mods sound like they are out of the realm of most users,and good luck trying to sell a rifle that has been that heavily modded. I applaud him for his efforts though, and I bet you it has been damn fun!

The charging handle works perfectly fine the way it is. There is really no need to make changes to it unless you are trying to turn the type 97 in some sort of target/sniper rifle and lower the optics mount, which is a stretch for this design. The cheek weld is a little high but it is more reasonable than most would think. The pictures you all have been drooling over don't do justice to how compact the rifle actually is.

The rails available; the one that Can Am will be supplying (yes I have handled it) is totally functional for most people. It mounts very solid and should be totally satisfactory. The mount I am working on is at a CNC shop right now and I'm putting some final touches on the design. You can use the iron sights with it, but it will be quite expensive if (and it's a big if) I ever produce it in quantity.

I think Dekard is on the right track with his face deflector Idea. One thought though Dekard is to incorporate some height to the deflector to improve cheek weld.

The only other mod I think is needed is an ambi mag release. I haven't had the B@lls to remove my mag release yet as it is staked in, and maybe I'll wait and let someone else do it. The ambi mag release will require quite a bit of design and someone will have to build a whole new button and catch assembly as the parts are not standard with a typical AR...which means at least a couple of thousand dollars of investment to get several prototypes made. Please note that the Norgon release is patented so you have to come up with a new design, not impossible if you have taken a physics class or two, but it's still an issue. With no parts available for the rifle yet I don't really want to make mods that can't be undone.

I'll leave that kind of stuff to Lector....PS. post pics!

Just tell me how high you want it. I have a great design for a right handed release, but I haven't been able to think of an ambi.

Cheek weld is very subjective. For the set up on my shorty no improvement is really needed. The Aimpoint micro mounts very low. If I was mounting a scope though maybe 3/4 of an inch? It would depend on how high the rings were.

It would seem from the video that to overcome the crappy safety location that the PLA manual of arms is to chamber a round just before they need to fire the weapon. I hadn't considered doing it this way, but the safety is awkward enough to justify it and one doesn't have to remove the rifle from your shoulder like you would to operate the charging handle on an AR15.

This design isn't really possible with the T97. The rail and handguard on the 97 look like this:

Then the mount is surrounded by a polymer "handle".

A duckbill mount isn't really possible as the design must have a solid resting point at the front of the handguard. The nub at the end of the stock rail kinda prevents that, so really all the stress of a cantilever mount would be right at the nub and the bottom of the back end of the dovetail, which is cut short by the indentations on the rail. It has totally different stress points than the AR design because the handle design allows it to sit tight against the full metal hand guard, relieving stress from the mounting screw.

I've seen that Norinco Lector is talking about. It has the look completely changed. I had to stare long time to understand what gun it was. And it had a longer bull barrel I think.
Hey Doc, if I buy one tommorow, how much do you say you charge for these modifications?
I don't charge because right now I don't have time for anything.

The barrel was a bit longer, yes, 19.5" (but it was not "bull" barrel).
The owner did not even bother to change the classification (yet)
due to the barrel lenght.
It is actually kind of funny you said "bull" barrel,
(everybody else said that it appeared skinny(er),
probably because it doesn't have front sight).
To install a barrel of bigger diameter is not so easy,
because then you have to mod the clamping diam for all the crap
from the gas system that stays on the barrel
(modified for the new diam of the barrel).
It's not impossible, but you probably have to find someone
with a lot of determination to make and install a bull barrel on 97.
This particular barrel change was not exactly done by me.

hay Deckard dont forget to put me on your list for the case deflector got everything else here already {red dot .ammo, pistolmags} all i need now is actual gun and the shell deflector ,good work guys keep the posts coming i cant wait to get mine ....
