Forgive me for peeing on your parade, but as long as the US does not allow import of Norinco into the US, I doubt Norinco will be tooling up for a new design to sell to our limited market.
I believe the current M14's were planned to sell into the US, then got caught in the US ban, so we get them.
 
Actually, the whole interest in the M14 from China's perspective was initially to supply them to the Viet Cong and Phillipine Red Army guerillas. At the time they set up the tooling they had no interest in selling guns to civillians anywhere. They are really just recouping their investment on already produced receivers. That's why you will see references to them (Norc M14's) not being around forever - there is a finite number of receivers.
 
Norinco could probably make an SKS variant that features extra long barrel, scope mount and "dragunov" stock. I think those would sell around here, no problem. Make them in different calibres too, like .223 and 7.62x51 or 7.62x54R.
