I always wonder, is gun powder a good fertilizer for the lawn? Seems that's where every one puts it.

Yes, it is.
The other proper way to dispose of unloved powder is burn it outdoors.

I wouldn't shoot any damaged cartridge....period. Do the math- a $1.50 bullet or possible damage to your rifle, injury to yourself or bystander. If any moisture has found its way in, and it is possible, it can misfire and you may get a bullet stuck in your barrel...or worse.

I would not fire it myself.
If it's that fatigued, you might have a case separation to deal with.

put some type of light weight penetrating oil in the case on top of the primer and let soak for several days.This will deactivate the primer.After that if you want to fire the primer to ensure it is dead,load the cartridge,point in a safe direction and fire away.

Penetrating oil, (wd40) has been shown to not deactivate primers, even after a weeks soak. I'd just shoot it, and not have the messy wd40 flame added to the fire.

And why not just burn the powder in a pile? That's what my reloading data manual says from the powder company, (burn in small shallow piles less than an inch deep-one pound or less per pile outdoors).
