Reason is that windex is mainly composed of water........ Using boiling water make the metal dry in a sec, oil after and no rust problem. Problem here is that the sks have been neglected and/or improperly stored. Its a shame to neglect a firearm like this but the real shame is to not show all the damages with pics in the ads and to not have pricing the gun with the condition......I know some one who cleaned a SKS whit windex and didn't remove itright away, store the sks and cleaned it 48 hour afterward..... It did look a bit like this. Only major differance, it was mostly surface rust.
I am not trying to defend the seller, but there might be some reason why it's like this... or not!
