My guess would be some kind of blank or short distance practice load that uses the telescoping front part of the case to make something work.
 
Hey, what is the diameter of the inside 'cup?'

So if in theory this was a piston type design, you should be able to measure o.a.l. and subtract the difference of the extended portion.
If it is 45mm, this supports that theory at least?

Halifax does have extensive military history, we all know that to be true.
Especially all the anti-terror exercises, in the last few years.

.218" is the standard diameter for .22 air rifle pellets iirc.

Okay this is my best guess - the bullet/pellet is about the same size (mass) as either a .22 short round or .22lr round, the deflagration of the powder in there sends the bullet/pellet out at around 1000-1300 fps, (that would explain the hole) the deflagration of the powder also causes the piston to extend, the expanding gas gives just enough of a boost to the bolt carrier to unlock the bolt, and the piston pushes the ass of the round out, and starts the bolt of the C-7 or whatever AR15 variant it's being used in, rearward so that the reduced powder charge is overcome, and the pushing of the piston provides the rest of the impetus to maintain automatic or semi-automatic fire. Anyone else care to chime in?

This is a different line of thought: years ago I had a set of headspace gauges built just like this. You close the bolt on the device, then carefully remove it and measure chamber length. Could this be a home or shop built variation of this?

It is the fired case for a paint ball firing adaptor for 5.56 mm arms. A special non locking breech block is used in a C7. When the ctg fires the rear end of the case moves back cycling the action. A similar ctg is made for 9mm.
