x39...should I buy more...?

Quite a few countries are supplying ammo, the US has tightened up the restrictions on what it will buy now so they aren't buying up a whole lot of surplus for local forces anymore. Many countries are producing new production x39 etc for those conflicts.
many countries supply it. It is all decent, some very good.
I was refering to CHEAP surplus ammo, not new production.
After all, everything you mention can also apply to 30-06, .303, 8x57mm, 7.62x54R, etc.
At one time these calibers were also cheap, but not now, even though they can be had for a hefty price.
There is lots of countries that produced 7.62 x 39 , but it is the supply of cheap Czech ammo that stops importers. While surplus available new production will be expensive. It all comes back to supply and demand.
If anything
, the drying-up of surplus will just increase overall prices for 7.62x39mm 
.....unless you are saying that the availability of the surplus-stuff is preventing the "new-manufactures" from providing even more supply....
........the thing is that - with surplus as available as it is currently - the amount of supply is somewhat beyond the control of the new manufactures (i.e. they can only constrict the elasticity of of supply to the extent of the product that they themselves "supply") 
- whereas the disappearance of surplus-stuff will give new-manufacturers far more control over supply constriction.....
The guys that do worry are the ones who stocked up on things like $100/1000rds of 54r back in the 90's.

I know local shops around here, one case is 200 and if you buy 10 or more i believe its $180. If ya mention to them how many your looking at buying, they will probably give ya a better deal.
At the same time if ya got any buddy's close by, let em know and they probably would like some even cheaper ammo too
Stocking up when supplies are cheap and plentiful is just good sense. It could be the difference between being able to shoot your rifle and just having to stare at it because ammo is $.75 a round. Just look at what the lack of 7.62 NATO has done to the M14S crowd. Even if 7.62x39 only went up to .223 prices ($450-500/1000) it would put a huge dent in sales and use of VZs and SKSs.
Don't you plan for the future?
CanAm has mentioned Russian-made 7.62x39 coming in at $400/1000. I certainly don't care to spend more than double what I can buy it for right now because I failed to stock up.
