i talked to them yesterday told me they will ship to canada no problem,about 3 weeks shipping period,the weight is about 3.15 pounds for short action 700 rem.

McMillan ships their stocks to Canadian buyers (legally), why couldn't/wouldn't XLR?

If they are registered with US DOS as a manufacturer, and are licenced as an exporter, and if the correct paperwork is done for every export shipment, they certainly could export. Three weeks for a Canadian IIC and a DOS export permit seems a bit fast.....

It might balance better than your current tack driver. It also looks a lot like the Barnard stock that Barry has. One of the pictures shows a top mounted bipod...that would be the cat's a$$ for taming bipod hop due to barrel torque. As for quality, it's hard to tell without a hands on session.
