You choose 0 or 20 moa on a .223 and why?

If I understand correctly, 20 moa rails/mounts make it easier to adjust scopes for long(er) distance.

If a .223 is accurate to 5-600 yards, does it require 20moa rail/mount?

You don't need anything fancy for that range. 75gr bullet at modest 2700fps is only 12moa at 500. If you don't have the twist for the heavies things are a bit more difficult but if you have an 8 twist barrel and a normal scope you'll be fine. If you have a nightforce et Al. You are good to much farther than 600 yards with a zero moa rail.
 
You don't "need" a 20 MOA rail for those distances but it also doesn't hurt you. I have a 20MOA on mine but only really cause it's a switch barrel that has a 6mm barrel as well and I take that out a lot further than 600.
 
You're spending the money; there's literally no reason to not get yourself a 20moa rail, unless you're using a crap scope with a very small amount of travel.
 
id say get the 20moa. Since it should be the same price as the same make 0moa.
And also, depending on the scope you pick, like the lower/mid bushnell 1inch tubes, they have limited elev adjustments vs other makes. So you would be hamstrung on range.
