I'll chalk that up to the oversize glasses making it hard to ID features!

FRT is not law. OIC did not include the modern sporter on their list. The FRT guidance document that was originally non-restricted was recently changed to restricted by the RCMP, but it's not law. If it was that simple they wouldn't have needed an OIC to change classifications and could have just kept changing the FRT by its self. Its confusing as hell, hopefully the multiple lawsuits and challenges in the works right now fix this crap.
