Yugo M48 receiver markings??

Picked up another m48 the other day. Very happy with it all matching and great stock. My question is on the left side of the receiver where it says Zastava there is something else that says
HW-DC-14

Is this an import mark or a code of some sort. I can't find anything in my Mauser Bible about this mark.

Sounds like an importation mark. '14' likely being year of importation?

It also has a RS beside the Zastava which I think is Republic of Serbia?? Ive never owned a milsurp with import marks like that .
