Took my M57TT out for a trip yesterday and while trying to sight it in I found that it is shooting low. WAY low. At 25m it was almost 4 feet. I was using surplus Russian and new S&B ammo, both low.

Is there any way to get it up other then filing the front site down and re bluing?

This issue is really easy to solve. You just have to aim higher
Yougos do have adjustable front sights however i seen some that are loose, so check that they don't move.
Most of my toks shoot high so adjusting them sighs is really pointless as with different ammo lot they shoot differently.
Usually this is done with dipping front sight and looking at poi

Yes both front and read move left/right for windage but not up/down I need for elevation.

It just sucks that I'm shooting at a man size target aiming about 3 feet over its head and hitting its crotch.
