Oh yeah...and I'd be buying an AR in .308 as soon as I could find one...
You are also forgetting not everyone has their rpal. Big difference. I shouldn't have to take another course just to own a rifle that is scary and black.
I would prefer non-restrict by name. That would save a lot of re-barreling.
Seriously though I would just borrow someone's upper to re-register the lowers.
While I agree with this sentiment, Registration leads to confiscation. FULL STOP.
You forgot
13. Blood will flow in the streets....![]()
Falsely registering a short barreled rifle as a non-restricted would make you a criminal.
Hmm, now I am trying to decide if I want to sell or keep my type 97 if this actually happens.

I totally want something like this
Thanks for the advice.
Would I be allowed to transport a hypothetical nonrestricted lower without an upper to the range? Could I also store it indefinitely without an upper? Finally, after assembling it with a short barrel upper at a range or home, how long do I have to notify the authorities until I become said criminal?
Thanks for the advice.

So I would need to keep at least one lower restricted.
