If the DCRA has a problem with you buying a BCRA membership to shoot SR, tell them to mandate that the APRA provide SR. Otherwise tell them to go jump in the lake (the big one west of BC)
If you are member of a PRA, you are a member of the DCRA. They are not so flush with members that they should be turning anybody away from joining any PRA.
Yes, I agree with you whole heartedly! What makes even less sense is that they have funds available for SR as well as a bunch of targets, and other supplies. The APRA is a landlord and leaseholder for the ranges on Homestead road. The different range Stewards hold matches. It has been this way for 3 maybe going on 4 years now. BTSA, Rosebud, Swiss Club, AFRA are the range Stewards.

That said if I/the BCRA sold our souls to 3Div HQ, did a lot of begging and could book Wainwright for a weekend competition in May 2015 how many shooters could we get?

It is Public Crown Land leased to the APRA.
There are numerous conditions attached to the maintenance of the lease...of which a big one off the top of my head is:
