Hornady bullet puller..works great if there is a collet for your size
It really helps if you break the seal first. The case could be bonded from age (galvanic reaction), plus laquered, plus crimped. If you break the seal by seating the bullet just a touch deeper (even just a few thou is enough) in a regular seating die they are a lot easier to pull with a kinetic puller. At that point you are just contending with the crimp and not the laquer and any bonding from age.
I use one of these. Bullet is pulled on the down stroke. next round pops the pulled bullet out the top. Can pull 1 round every 5 seconds.

Nice set up , I do something similar but with the cutting edge of line mans pliers , I see someone else has some of that brass cased romanian surplus , I have a case , nice stuff if you can find it . The pliers trick does leave a couple small marks on the bullet but if am mostly using them for plinking and offhand practice so I doubt it makes a difference

A great deal depends on what you're whacking an inertial puller on. Carpets, wood and anything else softish, including concrete for some odd reason, does work well. A nice granite rock about the size of a human brain works extremely well.

Quite a few years ago I went the opposite direction as you. I bought a case of 7.62x45 dirt cheap (about $20) that had sat in a damp warehouse for some time. Some cases were rusty, some were actually rusted through while others were in perfect condition. I pulled all but the excellent condition ones (about 200) so maybe 800 bullets with a kinetic puller. However, I first seated the bullets a few thou deeper to break the seal. Then they pulled quite easily. I did manage to strip one collet (the kinetic puller collets are made of aluminum) but good old RCBS replaced it free. If I were doing it today I would use a standard shellholder in place of the aluminum collet to hold the case. Shellholders are hardened steel so they won't strip. Because they are also calibre specific they fit the cartridge well. In the end I had about 200 good rounds and 800 usable bullets for $20 so it was worth it. I whacked them all on a concrete floor. Those kinetic pullers are made of tough plastic.

Notice that because the 7.62x39 round is short, the bullet would not engage the puller unless I use an extended shell holder. 308 pulls just fine using a regular shell holder.
We once had to pull about 500,000 rounds, so bought a handful of these pullers. each one would last about 50,000 rounds. I have two left, which should last the rest of my life.
