SL-8 is the best bet. There was another non restricted 5.56 " called a Swiss something or other" but I don't see them around any more. ��

Out of curiosity, why would a restricted AR15 be more accurate than a NR black gun?
For the truly dedicated to re-stock, ammo develop, handload, upgrade optics etc on any black rifle, you are looking at spending quite a tidy sum of money, ( I won't even try and guess how much!) All to shoot MOA. For the time and effort and cost, perhaps the OPs pre-existing 700 will do just fine? I like an accurate rifle, don't get me wrong, but I don't think my skills,eyesight or my wallet can even come close to the inherent accuracy of a bone stock T97 even with an FTU! To Moe and cr5, I truly admire your dedication to the art. Thanks for the info.That stock can be swapped out easy enough on the SL8. I have a Hera Arms lower on mine sporting an ACR folder. I had the ACR fixed on it that I picked up from cr5 but since then I made the mistake of letting my wife shoot it and since she is a small girl I had to go with something that could give her a shorter LOP. Something else to keep in mind is you want MOA you need some real glass on top. At least X16. I have a Vortex 6.5x20x44 on mine.

the swiss arms sniper shipped with a target that proves that theory wrong, but sadly it is caught in this new legislation. SL8 is also capable with good ammoThere is no such thing as a MOA or better semi auto black rifle in Canada. Good accurate semi autos will do 1 to 1.5 with handloads and a good shooter with optics. Most black rifles are generally 2.0 to 3.5 inch groups with factory ammo.
In your price range you set and for the accuracy you want you should look at a Benelli MR1 or HK SL8. Those will meet your criteria best even though they do not shoot MOA.

Hi Moe!True that. If I were the OP and wanted an easier way to MOA I would just stick to the 700. MOA as you state is possible in an NR semi but at what cost? To build my setup you would be into close to 5K! Worth it? Probably not for most. For me it was but was in a position to do it, and was dreaming of having a NR semi rifle for precision work since the day they told me I could not hunt anymore with my Colt AR15. For yotes if I were to pick out a semi NR rifle I would go with a cheaper and lighter. The accuracy is just not needed. I would be happy with a 97, mini14, CZ or an MR1 for that. But if you want that MOA your in for an SL8.
