We Ontario hunters are required by law to report our hunting activity and hunter harvest for certain species including deer, moose, Black bear & elk. The Ontario Ministry of Natural Resources collected $9.9 million last year in Outdoor Cards and licensing fees. One would think they could afford to put return postage on their survey questionnaires. No?

Yup I agree especially the price we pay for our licenses - but you can fill them out on line or so I have been told.

In short, no. MNR is pretty bare bones as it is.

I didn't fill them out for a year or 2 and surprisingly enough, no black helicopters were spoted over my house. Reminds me, i got a moose one to fill out.

With that said, I do know a few old timers who, 'Do not internet', (or text) as they like to say! As a guy who has dealt with the MNRF in the past few years on a couple of issues, they just do not appear to have the money and the time.
I was going to send in mine for the Moose hunt but no spot for comments, like how I didnt have a chance to harvest a moose with the 93% (approx.) reduction in tags in my area. so I filed it with the recycling.
I was also shocked that there was no pre-paid postage and I didnt see anywhere on there that it was mandatory to send it in.

if your too cheap to spend $1 on postage, do it on line.

MNR is already broke and underfunded, but everyone wants prepaid postage. Or you could splurge the cost of a coffee to provide real feedback about the area you hunt and maybe have so real impact rather than forcing the MNR to guess.

I guess it's how one look's at it. It's more the principle than the $1.00 postage (less than the cost of one .30 cal cartridge). It's definitely true that MNR is underfunded but who's fault is that? Not ours. Apart from the 30 or 40% of our income that we pay in taxes generally, we also paid our $9.9 Million in fees to the MNR, many of us support the OFAH which does a lot of stuff the MNR should be doing and the vast majority of us support the MNR by being strong conservationists and ethical hunters. It just bugs me that a Liberal government that can piss away $$Billions for nothing but can't afford having the MNR put return postage on their survey questionnaires.

-Deer is not mandatory unless you were in a controlled hunt.
-Moose is only mandatory if you had a calf tag for wmu 48, 55A, 55B or 57. Or if you had a tag for wmu 65.
-Bear is mandatory
-Elk is mandatory
Other mandatory reports are snapping turtle, turkey, and wolf/coyote if you had a tag for them.
I always submit the surveys, as this can affect the availability of tags in your area. We all saw a reduction in moose tags this year, but if nobody reports their moose sightings, do you expect the tags to increase? Think about it.
