In your neighborhood I would talk with someone at Freedom Ventures. There has to be someone at the AMA small bore rifle section that could point you in the right direction.

Edit: Larrys guns dot com has a lot of competitive shooting stuff. He is in Maine and ships to Canada. The same type of stuff in Montreal, the name and business escapes me right now. (cbiables?)

PS cheap is good
Essentially it's a tube fixed to the end of the barrel with the purpose of extending the sight radius. There are some that would argue it helps with accuracy performance but the primary use is the extension of the sight radius.
