Did anyone ever build one of those AR-15 lowers(plastic).

Phhtt. I will ..... if CR5 gets me one. ;) I've got way too much invested in guns, shooting and a business Licence to take any chances screwing around with unregistered stuff.

I'm in, be a while though, I'm trying to save for a downpayment for a house on 80 acres so I can build a 500yd range with a shooting table on the deck behind the house :)
 
At what stage of machine do you have to register the receiver as a firearm? Is it as soon as you drill the first hole and take it past 80%, or is it when the very last step is complete and the lower parts kit can be installed?

At what point in machining does the rcmp consider the lower to be a firearm? Never read a clear answer from a Canadian perspective before.

Also, how do guys go abut serializing them?
 
In the US they require 5 things that cannot be done to be considered an 80% lower. In Canada, we don't recognize the 80% lower as meaning anything. From what I gather, if it can be duct taped to an upper and fire a single shot somehow, it is considered a firearm and had better be registered. You're probably safe without a functional trigger but some judge will probably have to make that call some day.

Yea apparently. Also haven't really bothered to ask for forgiveness because I mostly don't give a fuk and I'm not gonna beg to any of the mods.
 
Kind of a catch 22 isn't it. Either you register something that isn't a gun or you are in possession of a unregistered gun.

From the day of completion you have 30 days to notify them, you are allowed to transport it to a certified firearms verifier or any gunsmith but not allowed to fire it until it's registered.
Unless of course you live out east where they make sh!t up as they go and seem to have their own version of the federal laws that they follow.
 
I've built several Plumb Crazy ploy lowers, made by the same people who did those for bushy. Real light and worked excellent. Seen then run full auto in the states and runs without a hitch. I have no worries about them at all.

Do you have § numbers for the act/regulations this rule is in. Not that I am calling you a lier but I do have my doubts about this statement.

(a) any modification to the firearm that results in a change of class of the firearm;

(b) in the case of a firearm registered as a frame or receiver only, any modification that makes it capable of discharging ammunition;

(c) any modification to an altered automatic firearm; and

(d) any modification that results in the firearm ceasing to be a firearm.

(2) Subject to section 5, the Registrar shall attach to a registration certificate that is issued in respect of a firearm the condition that when the type, action, calibre or gauge of the firearm is modified, the holder of the certificate shall advise the Registrar of the modification,

(a) if the modification is intended to be permanent, within 30 days after the modification; and

(b) if the modification is not intended to be permanent but still exists 30 days after it is made, without delay after that period.

Thats what I thought but that section doesn't apply in this case. As the lower isn't a firearm until it is and once it is it must be registered. Now there is likely specific regulations to the manufacture of firearms and I am not familiar with them. I was hoping CR5 had more details and maybe he does. Time will tell.

I emailed the RCMP firearms lab asking about the legalities of installing a restricted length barrel on a non restricted unregistered firearm and that is what I was told. This should be no different and I wouldn't go trying to make things any more complicated than it needs to be. As long as you initiate the registration process as soon as is reasonably possible using a certified firearms verifier I can't imagine how or why they would try to charge you with anything.
Get caught at the range with it and I'm sure things will go badly for you in a hurry.

If you're worried about it I would contact them directly and ask them. Other than that Suputin is probably the best source of info since he has a firearms manufacturing license.
