Begin with a 12ga weatherby PA459 at $460 ishh, light-removable chokes-adjustable rear sight-pistol hand-etc..., way money left for another toy...
I had a 870 express pistol grip before my weatherby, sold it with no regret, I prefer the Weatherby way much...., lighter, more confortable grip, more easy target inquiry with the natural angle of the forend, removable chokes, etc..., options that the 870 did not have...Devil's advocate. For $460 he can get any number of the 870 express models and get a gun that is steel, proven, durable, has incredible spare parts availability, and is not made overseas by "who knows who" before being re-branded Weatherby. Just saying.

Edit : and the action on the Weatherby is way smoother than a 870.
Sounds great. Now I have a question for you. Did you ever try to source parts for a weatherby pump. How did that work out
Oh yes the express does have removable choke tubes in the model the OP would require
Cheers
No, no need for parts so far the gun is just great out of the box, works flawless, no issues with it, shooting range, hunting.
