The commercial rifles are non-restricted.
If someone were to shorten a barrel to a length 18 to 18 1/2 inches the rifle would meet the standard for restricted status. Shorten the barrel to under 18" and it becomes prohibited.
What? Um no, you can have barrels as short as you want. As long as it's not a pistol a rifle can have a 4 inch barrel if you wanted it. It will still be restricted. Unless you were talking about chopping the barrel yourself?
