Couldn't you load your first mag with a .40 loaded with 11 and then 9mm mags loaded with 10 from then on?

Not if the RO stopped the shooter. If the shooter was stopped, it's either a DQ or a reshoot.
You'd better pin that mag then, otherwise it's prohibWow... Dq is harsh for this... Especially since some 10 mags can hold 11 if you press hard enough, though they probably wouldn't seat.
coreyd is correct. Re-read this:
10.3.3 Scores for a competitor who has received a disqualification must not be deleted from match results, and match results must not be declared final by the Match Director, until the time limit prescribed in Rule 11.3.1 has passed, provided no appeal to arbitration on any matter has been submitted to the Range Master (or his delegate).
What if said competitor left the match and can't reshoot? His scores will be reinstated as is.
No he is not correct.
That refers to his scores from other stages he may have shot. If he was stopped on a stage, before he finished, the results from that particular stage will never be used. It's either a DQ or a reshoot. If the DQ is later overturned (like a slow arbitration decision), and he can't reshoot that stage, it's a zero for that stage.
Not if the RO stopped the shooter. Think about it. He was stopped before he decided to stop. It's either a DQ or a reshoot. He can't be scored. An exception would be a squib, in which case the stage is scored as shot up to that point. But we are talking about a DQ in this case, not a squib.
Of course, you record the particulars of the DQ on the scoresheet.
