The GF wants a rifle... Yeah!

May I at least recommend that 10 lbs is far too heavy for what the OP is looking for.

Absolutely you may, great thing about this platform is how it is easily lightened by removing accessories not needed for the task. Would not hunt with the bipod or flashlight attached, and if hunting was the main use you would also go with a shorter 12" handguard instead of the 15" one, and also a lighter stock, and probably substitute the the brake for a thread protector. Not a superlight optic either, so weight could be saved there as well.

The biggest point to be made regarding the op's parameters is this specific build exceeds his budget by about $8500.

Most men do the wrong thing and pick a gun for their woman. The best thing to do is bring her to a gun store, let her see as many guns as she wants too, and let her come to a conclusion as to what she wants. My wife is perfectly happy using the guns I already own so I don't bother her into buying her own gun. When ever it is she decides she wants her own gun, she will get one, and she doesn't need me to pick one for her.

I have been doing 200 meters with my 22, if you want a challenge of long range precision shooting, look into this, and it will not break the bank

So... My GF finished her course and is getting her RPAL. She really likes the long range precision (we have been shooting before) and wants her own rifle. She does not like the recoil of my 700 bolt action 308. My thinking is a bolt action 223 or a semi auto 308 (preferably so I am not adding a new caliber). We have regular access to an outdoor range with 200yds. We could have occasional access to a range of 200+. The goal would be clays at 200-500yds. I need some help for a set up to look at putting together for her. She likes the heavy barrel, stainless and laminate stock look for asthetics. Let's say around $1500 for rifle and optics, new if necessary or used is better, Harris bipod as an accessory. She wants a better rifle and will make due with cheaper optics for upgrade later. I have been looking around but would really like a more solid direction and maybe 2-3 ideas to really start looking at to purchase. If anyone has an appropriate set up they want to part with please let me know as well. Thanks for any input, I am super happy my girl is into this!

I don't reload and have no plans to so that is a very good point. I have read the 223 is good for 200yds no problem and 500yds with practice

If you don't handload, and don't have big money tied up in components, I don't understand your reluctance to look at other cartridges. This is particularly confounding since there are other cartridges that are ballistically superior, while being easier to shoot, and are similar in cost at the ammo counter, as a box of .308. If the .308 is too much for your gal to shoot happily, give her a chance and select a flat shooting cartridge that produces less recoil, and there are many to choose from; 6mms, .257s, 6.5s and 7mms. Forget about sticking to a single cartridge if she can't use it to do what needs doing. If you are trying to prove that shooting is beyond her, insisting she use too much gun, or use down loaded ammo that can't reach out to the range she intends to shoot at will ensure that.

I would advise against a semi-auto rifle for LR precision work, given your budget. The rifle you get would prove disappointing, whereas a $1500 scoped bolt gun should do what is required. Likewise, choosing a HB should be considered only if she doesn't have to carry the rifle very far, or for very long. As a final consideration, an inexpensive rifle with a good scope is a superior combination to a mid priced rifle with a cheap scope.

The only semi-auto that would likely satisfy OP with in his budget is a well tuned Norinco M305. They seem to do very well for there price if it is accepted that a fair amount of tuning will possibly be needed to got the desired results.

Other then that, the best advice I can offer is a limbsaver recoil pad and a quality brake go a long ways.

I got my wife a 870 last year, and she loves shooting trap and ducks with it. This year she wants a rifle for deer. I have created a monster lol. I am looking at Remington 783's in 308.
