How about this for a form letter?

TO Whom it May Concern,
On October 24’Th I pre purchased a CZ 858 rifle from Wolverine Supplies in Virden MB, payment was accepted on October 27’Th. I believe I became the legal owner at this time, awaiting delivery.
This firearm is the CZ 858 Tactical-2P, with limited edition wood stock & badging, non restricted, FRT # 142362.
On or about November 3, the retailer posted the following notification.
"The Manitoba CFO has requested that we stop retail distribution until the SFSS have rendered their decision. All orders placed prior to this notification will stand. Anyone wishing to cancel and receive a full refund can do so.
Since RCMP-SFSS are requesting the Inspection they have told us they will expedite the matter, and as soon as they have received the firearm examples requested they will give us an estimated completion date for their decision.
We are confident the RCMP will agree that these are non restricted.
In order to fully comply with the Manitoba CFO we cannot accept your order but be prepared as soon as these rifles are correctly classified as the sale will start."
The firearm in question was represented as being a legal, non-restricted rifle with a pre-existing FRT number.
I paid the retailer and am the owner of one of these firearms. Wolverine Supplies is holding my property on your direction. I wish to take possession of it at the earliest opportunity.
Please issue direction for the retailer to ship my property. Failing that, provide a detailed explanation as to why a non-restricted firearm with a FRT number needs to be examined for reclassification. What is the basis for the Manitoba CFO & RCMP-SFSS requiring additional inspections regarding the classification of these firearms? This appears to be a waste of resources given there were less than 300 imported. My legal purchase has been delayed almost 2 months now.
