Meh...it's a scrape/scratch - now you won't have to worry about putting the first one there is all. Maybe see if the vendor will throw in a sling, but I wouldn't worry about it - shoot it and enjoy it, it'll get dinged some more with some honest use anyway.
Says the guy who bought a high-end bolt gun and didn't fire it for months... I've probably got more rounds in a month than you got on yours in a year.

To the op. While I agree that it should come with perfect finish from the manufacturer and vendor, if you're playing games with the rifle it will get scratches. My opinion, you're perfectly justified to return it or ask for some form of discount. New should be new.
This moronic point of view drives me nuts! When you buy something new, and pay the new price, you better get a perfect item in return.... It has nothing to do with what's going to happen with the gun in the future. It's about what you paid money to receive. Vendors try to get away with this sh!t all the time. If you were in the store and saw this, there's no way you'd pay full price for it.

...or a sling, or a bipod, or a front grip, or some mags. At least something. And I love all the comments about how "a new gun should look nice" yet no one gives a sh1t about the staking job (or lack thereof).

You stake your castle nuts in more than 1 place?
This is stakes poorly in 2 spots. Im going to have to do it properly.
Looks like a slip of the punch during an attempt to stake the castle nut. As another poster noted you can't blue aluminum, but the Birchwood Casey aluminum black will work kinda' okay. I used one once upon a time. I can't say I was all that impressed with the result. However, if you're especially particular about your firearms, you'll most likely only be happy if you exchange it for an unblemished rifle. I can't blame you after paying full price for NIB. I'm sure it was a disappointment when you first discovered it.
However, if it was my rifle I'd give the retailer a call and give them a chance to make things right, either through a partial refund representing a modest discount, store credit or some quality accessories like a BFG Vickers sling, Magpul goodies, a couple of quality magazines, etc...
Remember, if you plan on doing any amount of shooting, the current scratch won't be the last. More often than not, the guy who shows up with the well worn AR that is missing most of its anodizing is the guy who walks away with the match. So, you could let your rifle wear its dings and scratches with honour. Or, later you'll still have the option to have your rifle professionally refinished in Cerakote, Arma-coat, etc., or do like the real "operators" deployed to the "sandbox" do and break out the rattle cans of Krylon and blast away.

Do you also expect your new vehicle to have perfectly clean tires and zero kilometres or hours on the engine? Firearms are TOOLS you buy them to use them and they do get scratched and they will eventually fail/break.
Your Norinco likely never saw a human for final QC inspection nor was it ever likely test fired. This may come as a shock to many but good quality guns are hand inspected and test fired before they're sold, and they arrive DIRTY!!!!
New means it functions as intended with all accessories in working order. A minor pointless scratch makes absolutely zero difference to either performance or reliability. Some aluma black or spray paint and you're off the races. Again these are TOOLS not fine art.
