Shorten PAL Approval Times

Just wondering, when I called in today to check if everything was good with my application, they told me my picture was getting scanned and then it was off to the BC CFO. What happens once it’s at the CFO? Are they the one that does the background check and contacts references ?

If it's with the CFO, your references have already been contacted, or are not going to be contacted. If you checked one of the boxes the CFO will contact you and at least one of your references, otherwise they just go over the application and stamp it for approval.

I sincerely hope there is more to the process then looking for a "checked box" as a reason the CFO contacts an applicant.
I hear things like randomly choose applications to contact references and look for checked boxes.

That's almost an honor system for a slow process that somehow handles over 400,000 new applicants and renewals a year.

None of us probably know exactly how it works but it would be grand if we could have a member/worker of the RCMP involved in the process to outline what goes down... I know wishful thinking
 
It would be nice for CBC to do a documentary about the complete journey of a PAL from how CFSC/CRFSC are done and how the application arrives and how the RCMP process them and how CFO gets them and finally the PAL been issued.
so it is not a black box for general publics....

Miramachi processes your application, gets you into the system and the CFO does everything else.

In my case it took 61 days to show up online from the date it was received in Miramichi. How can it take so long to "process your application"? Even though CRA has more resources, it doesn't take that long to file my taxes and get a return!

As of this posting date I am waiting 105 days. No "boxes ticked", no criminal record, no arrests, no ex to track down.. nothing that should create this kind of wait. I'm actually missing a hunting season due to red tape.

My last call I was told, "it was assigned to a field officer a couple of weeks ago give it 30 days and call again if you don't hear anything".

Yes it would be nice if we could have the CBC or similar do an investigation into it.

When governments cut budgets for government services, what do you think the result is going to be?

Waiting can be frustrating but there’s a multitude of reasons why an application can be delayed. Next year will be really bad as the 2012 license class PALs expire. It’s over three hundred thousand people.

sorry that I'm newbie.... what happened back then in 2012??? was that year when the regulation changed and forced everyone to get this PAL??

Actually the 2012 crowd would be renewing this year. But it’s just the cycle of licensing over the years. Not really related to 2012 itself. Even with the number of people not renewing the number of licensed citizens continues to increase.

Nov 29th License issued

Called BC CFO office and asked if they needed anything from me, was put on hold for 5-10 mins. When the lady got back to me she told me my licence was issued.

I sure get that, but I was just comparing data processing time. 61 days to get an app entered into a system (then they start doing their thing) versus CRA doing their whole thing in less time. By gosh, the CRA would be giving me interest on a return if it took this long!

Sounds like your of the mind if applicants aren't 18 there's dubious reasons behind getting a PAL. I surely hope that the CFO isn't of the same mindset. If he/she is there sure could have called by now and asked why you apply at age 40!

For you and the CFO :) LOL. I hunted in days where you just needed a Firearms Acquisition License (FAC) and I could get that locally at the Police Station within just a few days wait. It was valid for 5 years! Life got busy, I had other focuses such as work and children, relocated to a a big city where hunting was something I dearly missed but didn't have the time or resources to continue. Legislation changed from FAC to POLs followed by PALs. I moved back to my beloved Newfoundland and my son is now at the age where he will be able to soon hunt (he's 12 in early 2018).

Exactly why I am here. Sharing/gathering information on my experience thus far. If it's a 'may issue license', what's the reasons for that? Waiting to a certain age, is by no means delaying or may not issue a PAL; is it? All applicants should be informed and know why or why not a PAL is issued, just as much as we all have the right processed in a fair time frame. I get budget cuts, but it's a federal system! but see people who have done courses, applied for PAL and received it in shorter time frames. Such drastic differences should be addressed.

Yes, waiting since application received Aug 17.

I think the wait truly depends on the which desk your application lands on once it's in the system.

But why even hire new folks. The process should be automated. Why can't I enter my own information online? Each applicant can enter there own information and it should be accruate without data entry errors even! Each copy of course marks have a certificate number on it. I enter that number along with my information and a whole bunch of time and work saved. It goes to the CFO while my picture and witnessed "yes it's really him/her in the picture" is sent by snail mail along with any other necessary supporting doucments (if any).

I think the process needs to catch up with the digital age.
 
Agreed that a digital submission would be the way to go, however the design, development and implementation of such a system (at government inflated spending rates) would represent a significant upfront cost to the CFP to do. Should it be done, absolutely, but when the existing program is operating at "capacity", we deliver a dissuasion and MUCH longer wait times that is legally mandated, and that's considered a win to the lobbyists.

I'd like to advance a solution the CFP could adopt without changing the whole game and without affecting the status quo for their daily operational model, yet give them a big PR boost and be more efficient for their CUSTOMERS. I guess when your clients have no other option, basic supply and demand rules don't apply.

I wonder how many would-be criminals see the agonizing process of becoming licensed legally, and just go see some shady guy in a back alley overnight instead? If you want more legal, responsible and safety-minded ownership, why allow the process so inefficient? Does it take a genius to see that demand for new licenses is booming, therefore staffing (or even the process framework) needs to expand accordingly?
 
My PAL/RPAL application was received by CFC on October 19th.
Called today to inquire as to why it wasn't showing online at all. Nice lady said it is taking approx. 6 weeks for new applications to even show on the system. Will keep checking online and call again in two weeks.

UPDATE!:
My status finally showed up online last week(PROCESSING). When I checked today, license has been issued and should arrive within two weeks! No references were called, as far as I know.
Phoned after work and got my PAL/RPAL number.
Definitely seems to have helped that I sent my application by registered mail. My buddy sent his the day after I did(by fedex or UPS) and his only began the processing phase this week.
Not bad service. Better than I expected after reading some of the accounts here. Exactly 48 days from application being received until license issued. Should be less than 60 days by the time I have card in hand. Very pleased overall!

They are pretty close with the 45 day estimate...congratulations, by the way! Time to go shopping!
