Did you rethread savage prefit threads so it will turn into the rem700 action?
The way you describe it looks complicated, almost needing 3 hands!
When myself have seen the process, there was no action wrench involved.
Barrel was in vise, 308 GO gauge in chamber, bolt closed on gauge (don't remember if ejector or extractor we're removed?), hand tight the receiver until it can't turn anymore, then torque down barrel nut using barrel nut wrench and torque ratchet.
Seemed pretty simple.
Once everything done, try to cycle in the 308 NOGO and bolt shouldn't close.
