Okay dictatorships I get but the only reason communists are 'the enemy' is because of 100 years of propaganda, political and economic warfare and, oh yeah, the failings of human nature.
If you think you're still living in 'the land of the free', see what happens when you stop toeing the line. Any country that lets it's old, infirm, and sick slip through the cracks like yours does could learn a little from the likes of China. Their human rights record is horrible, but having a billion people and going from one of the least economically (we'll leave socially alone for now) developed countries with some of the harshest physical terrain, to arguably the most economically powerful country in the world, might require the trampling of some backs.
It's not like they had any help getting where they are, since people have been testing them like 'the enemy' since the time of the Mongol hordes.
Theirs can only get better; yours, and ours, will only get worse.

As for the norglock, my impression of Chinese steel is that it's really good when they want it to be. They're using the best Canadian coal to get the temperatures right, and good temperatures = good steel.
