Interesting, what would be a starter punch? Would that be a smaller punch pin before hitting it with the larger one?

Yup, looks more like a metal pencil than a punch, the lack of length makes it harder to snap or bend. You can make one out of a regular punch by cutting/grinding, if you can't find a pre-made one.
 
retro but not perfect

Here's my M-16 clone.It's a Dominion Arms DA 556. I tried to drive out the taper pins...and I tried and tried. I gave up and tried fitting my retro handguards from Brownell's into the Dominion Arms end cap and after some effort it worked. It is not a pure clone but it's close enough for me. I didn't do any sanding, filing, and never touched a Dremel, just persistence. I'm happy with the result and having the money I would of spent on making it perfect. The safety fell out in my effort to drive out the taper pins.

The safety fell out? Did you loose a spring swapping out the A1 grip?

That was after I built it. I've been shooting the hell out of it for years now. I had to replace the barrel. She is sporting a brand new DA556 barrel now.
It is scary accurate and utterly reliable.
She's the only AR15 I own now. Modern AR's are borderline satire these days. Such a bloated, redundant market it has become. I have never shot a rifle so lightweight and well balanced as a stock M16A1. It's almost too easy to shoot. My wife can hit a 12" plate with mine sitting position 8 out of 10 shots and she doesn't even shoot often.

The answer to that is Yes, and NO. Once you replace the Norinco forward (Round) handguard retainer with an American triangular one, then yes. Beware, the 600lb Chinese guy with the 20lb sledge hammer that put the taperpins in the front sight housing did not want them to come out, they are tougher than any north american pins I've ever removed to punch out but it can be done.

I can second this.
I had to get my FSB on my new norc barrel for my M16A1 clone cut off.
I have removed 2 FSB on NA barrels with little effort (people think that is a task try getting a No5 Jungle Carbine flash hider off!) The Norinco ones would not budge. By the time I hit the block with a torch and I was smashing the taper pins so hard they were mushrooming outwards I called it and had the FSB cut off.
 
DA 5.56- Replaced all lower receiver parts, BCG, ejection port cover, rear sight, slip ring, forward assist, handguard cap and Flash suppressor. Brownells retro furniture.

The taper pins were tight, but they will come out. The trick with tight taper pins is use at least a 1/4" punch and a good size hammer. Hit it hard on the first strike no love taps.

Nice you used the non-tapered Delta ring.
For those that want to remove the Norc taper pins, I suggest Dremelling the "fat" side down to the FSB, so you don't peen it while trying to beat it out.

Sick! A NDS lower would be that cats a$$. I’d take 3 of them one for my m16a1 clone and one for my 607 and one for a RO633 that I am accumulating parts for.
