The choice of scope depends entirely on your intended purpose for the 17HMR. If hunting is a high priority, any variable scope with a bottom end greater than about 4 power will prove to be a liability, vis-a-vis target acquisition. Certainly a 6-24 or 6.5-20 would be a mistake unless the only hunting you were contemplating was in wide-open country--like for ground squirrels. On the other hand, if your main use will be target shooting, the higher-power scopes will be ideal. I have a Leupold 45x45mm. Competition scope on my .17HMR and have used it only for bench and target shooting. It's great for that, but would be useless for hunting.
Best solution, if affordable, would be two scopes: something like a 2.5-10 for hunting and a high-end variable or fixed-power for target work. If limited to one scope, the 4-16 power range would be a reasonable compromise, but would not be ideal for either application.
