most accurate 9mm pistol for the money, either stock or via upgrades

I am an average shooter at best....and my experience has shown me that any of my pistols can outshoot me....if you are just starting out then my advice is to get a cheaper 22 or 9mm and grow into a better pistol. imho.
 
My shadow has proved stoically accurate..1911 too after a little messing..tricked out g22..even my canik tp9sa..just about to try a Sarlizmaz Cz clone..we will see....most have been acceptable..some were fantastic
 
I shot a P210 that put everything else to shame!!

My PPQ is my daily shooter and very good, but my pre-B CZ75 and p226 Xtreme outshoot it. I had a Shadow 1 and it was as good as the PPQ, even better for rapid, probably due to weight.

I think the Jericho's are the real sleepers out there. I like them as well and they are great value for sure.

Most accurate best bang for less than a $1000, no debate, CZ Shadow 1!

FYI. OP’s suggested Sig P226 likely won’t qualify under either of your less than $1000 price tag or accuracy criterias. I own both, as well as couple Shadow 2’s. Love them all but Sig trigger is really a heavier combat trigger which will be tough for majority of shooters to shoot nearly as accurate as any of the CZ Shadows.

Yes, concur, Walther PPQ M2 5” trigger is a thing of beauty and I love mine! Trigger and to degree barrel length are major accuracy factors. Also like how light the handgun is compared to my Shadows and that’s why it’s my go to 3 Gun Handgun. That and fact it’s a striker fired handgun which has its action shooting advantages. But that lighter frame means more felt recoil and muzzle flip. So there are trade offs to consider. Also, regrettably my PPQ trigger pull weight with use has slipped a hair bellow the 5lb first trigger pull requirement in IPSC Production division. And that’s one of reasons it’s now my 3 Gun Handgun.

So for IPSC my best bang for the buck handgun pick would be a Shadow 2 and for the more price sensitive a Shadow 1.

Overall great value most versatile an easy to be accurate with handgun for less than a $1000 has to be the Shadow 1.

You really have to consider ammo as well if you're talking pistol accuracy

What works well in one doesn't necessarily work in another
 
Of all the 9's I had; S&W's PPC-9, 952's, SVI single stack to name a few. The most accurate of them all is my Mauser Parabellum Sport. 20 rounds into a tad over 1" extreme spread @ a measured 25 meters rested on a bag. Yes, about half of the rounds fired went into the 1" hole, I was stunned when I looked at the target.

The next in line is my Sig X5-L1 on the bag at the same distance same 20 rounds @ 2"-2½" extreme spread.

Finally my Swiss P210-6 @ 2½"-3" again same everything. My now gone CZ Shadowmate was about equal, or very close to the P210 accuracy wise.
